The State Board of Education has full authority to adopt standards. Arizona State Legislature on State Board of Education 15-203. Powers and duties articulates that the State Board of Education shall: “Prescribe a minimum course of study in the common schools, minimum competency requirements for the promotion of pupils from the third grade and minimum course of study and competency requirements for the promotion of pupils from the eighth grade”.
