Summary: 

The Superintendent of Public Instruction determines the requirements and issues certificates in Michigan.

Body: 

Except as provided in this act, the superintendent of public instruction shall determine the requirements for and issue all licenses and certificates for teachers, including pre-primary teachers, and the requirements for an endorsement of teachers as qualified counselors and an endorsement of teachers for teaching a foreign language in an elementary grade in the public schools of the state.
