Missouri Code of State Regulations 5 20-200.260 Academic Standard

(G) Health/Physical Education. In health/physical education, students in Missouri public schools will acquire a solid foundation which includes knowledge of-

    1. Structures of, functions of, and relationships among human body systems;
    1. Principles and practices of physical and mental health (such as personal health habits, nutrition, stress management);
    1. Diseases and methods for prevention, treatment and control;
    1. Principles of movement and physical fitness;
    1. Methods used to assess health, reduce risk factors, and avoid high risk behaviors (such as violence, tobacco, alcohol and other drug use);
    1. Consumer health issues (such as the effects of mass media and technology on safety and health); and
    1. Responses to emergency situations.

Missouri Revised Statutes 161.650. Department to identify and adopt violence prevention program district to administer — state board to adopt violence prevention program — duties — administered how — funding.

  1. The department of elementary and secondary education shall identify and adopt an existing program or programs of educational instruction regarding violence prevention to be administered by public school districts pursuant to subsection 2 of this section, and which shall include, but shall not be limited to, instructing students of the negative consequences, both to the individual and to society at large, of membership in or association with criminal street gangs or participation in criminal street gang activity, as those phrases are defined in section 578.421, and shall include related training for school district employees directly responsible for the education of students concerning violence prevention and early identification of and intervention in violent behavior. The state board of education shall adopt such program or programs by rule as approved for use in Missouri public schools. The program or programs of instruction shall encourage nonviolent conflict resolution of problems facing youth; present alternative constructive activities for the students; encourage community participation in program instruction, including but not limited to parents and law enforcement officials; and shall be administered as appropriate for different grade levels and shall not be offered for academic credit.
  2. All public school districts within this state with the approval of the district’s board of education may administer the program or programs of student instruction adopted pursuant to subsection 1 of this section to students within the district starting at the kindergarten level and every year thereafter through the twelfth-grade level.

(9) Teach pupils about sexual harassment, sexual violence, and consent:

  • (a) For the purposes of this subdivision, the term “consent” shall mean a freely given agreement to the conduct at issue by a competent person. An expression of lack of consent through words or conduct means there is no consent. Lack of verbal or physical resistance or submission resulting from the use of force, threat of force, or placing another person in fear does not constitute consent. A current or previous dating or social or sexual relationship by itself or the manner of dress of the person involved with the accused in the conduct at issue shall not constitute consent;

  • (b) For the purposes of this subdivision, the term “sexual harassment” shall mean uninvited and unwelcome verbal or physical behavior of a sexual nature especially by a person in authority toward a subordinate;

  • (c) For the purposes of this subdivision, the term “sexual violence” shall mean causing or attempting to cause another to engage involuntarily in any sexual act by force, threat of force, duress, or without that person’s consent.

Missouri Revised Statutes 170.045. Trauma-informed developmentally appropriate sexual abuse training, requiremnts -- rulemaking authority

In school year 2020-21 and in each school year thereafter, each school district shall provide trauma-informed, developmentally-appropriate sexual abuse training to students in all grades not lower than sixth grade. School districts must include in the training the following:

  • (1)Instruction providing students with the knowledge and tools to recognize sexual abuse;

  • (2)Instruction providing students with the knowledge and tools to report an incident of sexual abuse;

  • (3)Actions that a student who is a victim of sexual abuse could take to obtain assistance and intervention; and

  • (4)Available resources for students affected by sexual abuse

Missouri Violence Prevention Curriculum Framework

The Missouri Violence Prevention Curriculum Framework is designed to guide development of a school district violence prevention curriculum. The framework components cover prevention of all forms of violence, including physical, emotional, and substance abuse.
