State Board of Education has full authority to adopt educator evaluations.


The Interstate Teacher Assessment and Support Consortium (InTASC) and the Interstate School Leadership Licensure Consortium (ISLLC) Standards provide some guidance on what can be measured and a charge to remain focused on the educator’s responsibility in promoting the success of all learners. Using the InTASC and ISLLC standards as the foundation, the Kansas Educator Evaluation Protocol System has identified key areas, or constructs, for evaluation of district leaders, building leaders and teachers. The evaluation of licensed personnel in Kansas is governed by KSA 72-9001 through 9006. The statute requires each local board of education to adopt written policies of personnel evaluation procedure. The statute also includes timelines for evaluations, which are consistent with the requirements for evaluation on a “regular basis,” as required by the ESEA Waiver.
