State law requires state agencies to develop models and guidance to promote parent and family engagement.

Arkansas Administrative Rules 005.22.20-6.00. Monitoring of Parental Involvement Plans

6.01 Annually, the Department shall: 6.01.1 Review the parental involvement plan of each public school district; and 6.01.2 Determine whether the plan is in compliance with law. 6.02. On each annual school performance report published by the Department pursuant to Ark. Code Ann. § 6-15-1402, the Department shall indicate whether or not the public school district is in compliance with these Rules and Ark. Code Ann. § 6-15-1701 et seq. 6.03 Periodically on a rotating schedule, the Department shall monitor each public school district's plan to: 6.03.1 Evaluate whether the school district is implementing its plan and the implementation's effectiveness; and 6.03.2 Assess the areas in which a school district needs to revise its plan or its implementation of the plan. 6.04 The Department shall place priority for monitoring on public school districts that have been identified as being in need of: 6.04.1 Level 4--Directed Support; or 6.04.2 Level 5--Intensive Support. 6.05 The Department may monitor a public school district's plan at other additional times as determined necessary by the Commissioner of Education or the State Board of Education. 6.06 By January 1 of each year, the Department shall provide any recommendations in writing to a school district: 6.06.1 Concerning areas of noncompliance with these rules or Ark. Code Ann. §6- 15-1701 et seq.; or 6.06.2 Arising from the Department's review of public school district plans under section 6.01.2 of these Rules. 6.07 The Department shall allow a public school district opportunity to incorporate the Department's recommendations into the district's parental involvement plan.

(2) The school performance report for elementary schools shall:

    • (iii) The school district has adopted a parental involvement plan in compliance with § 6-15-1702. (3) The school performance report for middle schools, junior high schools, and high schools shall:
  • (B) Indicate separately whether:
    • (iii) The school district has adopted a parental involvement plan in compliance with § 6-15-1702.

Arkansas Code 6-15-1704. Annual review of parental involvement plans -- Monitoring

(a) Annually by August 1, every school district shall review and update the school district's parental involvement plan and:

  • (1) File a copy of the plan with the Division of Elementary and Secondary Education;
  • (2) Place a copy of the plan on the school district's website; and
  • (3)
    • (A) Place a parent-friendly summary of the plan as a supplement to the student handbook.
    • (B) The parent shall sign a form acknowledging receipt of the summary and return the signed form to the school where the student is enrolled. (b)
  • (1)
    • (A) The division shall:
      • (i) Review each plan;
      • (ii) Determine whether the plan is in compliance with provisions of this subchapter; and
      • (iii) Indicate on the school's performance report under § 6-15-1402 whether or not the school district is in compliance with this subchapter.
    • (B) Periodically on a rotating schedule, the division shall monitor each school district's plan to:
      • (i) Evaluate whether the school district is implementing its plan and the implementation's effectiveness; and
      • (ii) Assess the areas in which a school district needs to revise its plan or its implementation of the plan.
    • (C) The division shall place priority for monitoring under subdivision (b)(1)(B) of this section on school districts that have been identified as being in:
      • (i) Level 4 — Directed support; or
      • (ii) Level 5 — Intensive support.
  • (2) By January 1 of each year, the division shall provide any recommendations in writing to a school district:
    • (A) Concerning areas of noncompliance with §§ 6-15-1701 — 6-15-1703; or
    • (B) As a result of the department's monitoring under subdivision (b)(1)(B) of this section.
    • (3) The division shall allow the school district an opportunity to implement the division's recommendations.
    • (4) The State Board of Education shall incorporate the provisions of this subsection into its rules for parental involvement plans.
