Preventive Health Screenings in HS
State law requires a health screening prior to entry (which may or may not specifically include vision, hearing, dental, or BMI exams).
New Jersey Administrative Code 6A:16-1.1 Purpose.
The rules specify minimum Standard for district boards of education in establishing policies and procedures and in operating programs to support the social, emotional, and physical development of students. Programs to support student development include school health services; physical examinations; intervention and referral services; programs of substance use prevention, intervention, and treatment referral; school safety and security; student discipline; reporting of potentially missing, abused, or neglected child situations; and home instruction and approved alternative education programs. Included in the rules are Standard for the delivery of home instruction and school health services to nonpublic schools.

(l) Each district board of education shall ensure that students receive health screenings.

- Screening for height, weight and blood pressure shall be conducted annually for each student in kindergarten through grade 12.

- Screening for visual acuity shall be conducted biennially for students in kindergarten through grade 10.

- Screening for auditory acuity shall be conducted annually for students in kindergarten through grade three and in grades seven and 11 pursuant to N.J.S.A. 18A:40-4.

- Screening for scoliosis shall be conducted biennially for students between the ages of 10 and 18 pursuant to N.J.S.A. 18A:40-4.3.

- Screenings shall be conducted by a school physician, school nurse, or other school personnel properly trained.

(g) The findings of required examinations under (h)2 through 5 below shall include the following components:

- Immunizations pursuant to N.J.A.C. 8:57-4.1 through 4.24;

- Medical history, including allergies, past serious illnesses, injuries, operations, medications, and current health problems;

- Health screenings including height, weight, hearing, blood pressure and vision; and
-
- Physical examinations.

The medical inspector, or the nurse or licensed medical and health care personnel under the immediate direction of the medical inspector, shall examine every pupil to learn whether any physical defect exists, or in lieu thereof the medical inspector may accept the report of such an examination by a physician licensed to practice medicine and surgery within the State or by a nurse practitioner/clinical nurse specialist certified by the New Jersey Board of Nursing working in collaboration with a physician licensed to practice medicine and surgery within the State. If any deviations in health status are detected, the nurse practitioner/clinical nurse specialist shall refer the pupil to the collaborating physician. The frequency and procedure of and selection of pupils for examinations shall comply with the rules of the State board.
