8 New York Codes, Rules and Regulations 100.2 General school requirements.
Pursuant to articles 2, 17 and 65 of the Education Law, instruction in certain subjects in elementary and secondary school shall be provided as follows:
(6) for all students, instruction in fire drills and in fire and arson prevention, injury prevention and life safety education, as required by sections 807 and 808 of the Education Law. Such course of instruction shall include materials to educate children on the dangers of falsely reporting a criminal incident or impending explosion or fire emergency involving danger to life or property or impending catastrophe, or a life safety emergency;

(11) students in senior high schools shall be provided instruction in hands-only cardiopulmonary resuscitation and the use of an automated external defibrillator.
- (i) Standard for such instruction shall be based on a nationally recognized instructional program that utilizes the most current guidelines for cardiopulmonary resuscitation and emergency cardiovascular care issued by the American Heart Association or a substantially equivalent organization and be consistent with the requirements of the programs adopted by the American Heart Association or the American Red Cross, and shall incorporate instruction designed to:
- (a) recognize the signs of a possible cardiac arrest and to call 911;
- (b) provide an opportunity to demonstrate the psychomotor skills necessary to perform hands-only compression cardiopulmo'nary resuscitation; and
- (c) provide awareness in the use of an automated external defibrillator.
8 New York Codes, Rules and Regulations 107.1 Safety education.
Instruction in safety education, including highway and traffic safety, and bicycle safety, shall be given to all pupils in both elementary and secondary grades; such instruction shall be made a definite part of the school program either as a special subject or in connection with instruction in other subjects; and comprehensive plans for safety education shall be organized by local school authorities including highway and traffic safety, bicycle safety, home safety, recreational safety, industrial and occupational safety and school safety, to insure the development of safety habits in all varied activities of everyday life.
8 New York Codes, Rules and Regulations 135.1 Definitions.
(j) Health education means instruction in the understandings, attitudes and behavior in relation to the several dimensions of health, including but not limited to the misuse of alcohol, tobacco and other drugs, the prevention and detection of certain cancers, safety, mental health, nutrition, dental health, sensory awareness, disease prevention and control, environmental and public health, consumer health, first aid, and other health-related areas.

(a) All schools under the jurisdiction of the State Education Department shall provide a program of health, physical education and recreation in an environment conducive to healthful living. This program shall include:
- (1) health and safety education;
- (2) physical education, including athletics; and
- (3) recreation.

New York Consolidated Laws 804-C Cardiopulmonary resuscitation instruction.
- Instructions regarding cardiopulmonary resuscitation may be offered for voluntary admission as a part of the health education curriculum in all senior high schools.
New York Consolidated Laws 804-D Automated external defibrillator instruction.
Instructions regarding the correct use of an automated external defibrillator shall be included as a part of the health education curriculum in all senior high schools when cardiopulmonary resuscitation instruction is being provided as authorized by section eight hundred four-c of this article.
New York Consolidated Laws 806 Courses of instruction in highway safety and traffic regulation; school safety patrols.
The regents of The University of the State of New York shall prescribe courses of instruction in highway safety and traffic regulation which shall include bicycle safety, to be maintained and followed in all the schools of the state. The boards of education and trustees of the several cities and school districts of the state shall require instruction to be given in such courses, by the teachers employed in the schools therein. All pupils attending such schools shall attend upon such instruction.
