New Mexico Administrative Code 6.29.1.11 Program Requirements

(7) In ninth through twelfth grades, instruction that meets academic content and performance Standard shall be provided in health education, including:

  • (a) age appropriate sexual abuse and assault awareness and prevention training that meets department Standard developed in consultation with the federal centers for disease control and prevention that are based on evidence-based methods that have proved to be effective;
  • (b) lifesaving skills training that follows nationally recognized guidelines for hands-on, compression only, psychomotor skills (skills that use hands-on practice to support cognitive learning) cardiopulmonary resuscitation training including:
  • (i) use of a course curriculum, which allows for demonstration of competency in performing cardiopulmonary resuscitation and associated skills;
  • (ii) training that conforms to the most recent, national, evidence-based guidelines established by the American heart association, the American red cross, or another nationally recognized, NM public education department-approved non-profit organization;
  • (iii) training to recognize the signs of a heart attack;
  • (iv) training on use of an automated external defibrillator; and
  • (v) training on how to perform the Heimlich maneuver for choking victims;

New Mexico Administrative Code 6.29.6.10 Content Standard with Benchmarks and Performance Standard for Health Education Grades 9-12

A. Content standard 1: Students will comprehend concepts related to health promotion and disease prevention. Students will:

  • (1) grades 9-12 benchmark 1: analyze how behavior can impact health maintenance and disease prevention; grades 9-12 performance Standard:
  • (a) differentiate between risks and benefits regarding choices in the areas related to sexuality; nutrition; alcohol, tobacco and other drug use; physical activity; personal safety; mental, social and emotional well-being;
  • (b) identify alternatives to health risk behaviors in the areas related to sexuality; nutrition; alcohol, tobacco and other drug use; physical activity; personal safety; mental, social and emotional well-being (i.e., abstinence, condom use, other pregnancy prevention methods, selection of healthy food choices, "natural highs," etc.);
  • (c) identify ways to avoid health risk behaviors in the areas related to sexuality; nutrition; alcohol, tobacco and other drug use; physical activity; personal safety; mental, social and emotional well-being; discuss and analyze the difference(s) between healthy and unhealthy relationships;
  • (d) explain how attitude(s) and behavior(s) affect health of self and others;

H. All health education courses shall include:

  • (1) age-appropriate sexual abuse and assault awareness and prevention training that meets department Standard developed in consultation with the federal centers for disease control and prevention that are based on evidence-based methods that have proven to be effective; and
  • (2) lifesaving skills training that follows nationally recognized guidelines for hands-on psychomotor skills cardiopulmonary resuscitation training. Students shall be trained to recognize the signs of a heart attack, use an automated external defibrillator and perform the Heimlich maneuver for choking victims. The secretary shall promulgate rules to provide for the:
  • (a) use of the following instructors for the training provided pursuant to this paragraph: 1) school nurses, health teachers and athletic department personnel as instructors; and 2) any qualified persons volunteering to provide training at no cost to the school district that the school district determines to be eligible to offer instruction pursuant to this paragraph; and
  • (b) approval of training and instructional materials related to the training established pursuant to this paragraph in both English and Spanish.

New Mexico Statutes 22-13-1.1. Graduation requirements.

K. For students entering the eighth grade in the 2012-2013 school year, a course in health education is required prior to graduation. Health education may be required in either middle school or high school, as determined by the school district. Each school district shall submit to the department by the beginning of the 2011-2012 school year a health education implementation plan for the 2012-2013 and subsequent school years, including in which grade health education will be required and how the course aligns with department content and performance Standard. Health education courses shall include:

  • (1) age-appropriate sexual abuse and assault awareness and prevention training that meets department Standard developed in consultation with the federal centers for disease control and prevention that are based on evidence-based methods that have proven to be effective; and
  • (2) lifesaving skills training that follows nationally recognized guidelines for hands-on psychomotor skills cardiopulmonary resuscitation training. Students shall be trained to recognize the signs of a heart attack, use an automated external defibrillator and perform the Heimlich maneuver for choking victims. The secretary shall promulgate rules to provide for the:
