5 Guam Code Annotated 58C101 Definitions.
For purposes of this Chapter and unless otherwise specified, the following words and phrases are defined to mean:
- (f) Schools shall mean all Guam public schools.
- (g) Risk Assessment means an assessment of each school's surveillance needs, whether by camera, closed circuit TV, or other electronic or non-electronic form of surveillance to stop or deter illegal intrusion to that school and to prevent theft or vandalism of valuable school property.

5 Guam Code Annotated 58C103 Security System Study.
The Superintendent of Education shall perform, or cause to be performed, a risk assessment that determines each school's needs for an appropriate school security system for all the school campuses of the Guam Department of Education. The expedited procurement as authorized in § 58C104 or any procurement of an electronic security system for the school campuses of the Guam Department of Education utilizing public funds shall not occur until the study required by this Section is submitted to [Guam Legislature].
