(L) A safety and security assessment of educational facilities based upon a comprehensive examination of the facility's physical environment for crime vulnerabilities, including an analysis of: (i) Surveillance capabilities, both active and passive; (ii) Access control, including the ability to securely manage who enters and exits the facility; and (iii) Facility maintenance.
