Youth suicide is a complex topic with many varying components that need to be considered when educating students. It is not just a “mental illness” topic, or a “result of stress” topic. Those are just two of the important risk factors. It is the combination of multiple risk factors and the individual’s resiliency and coping skills which must be addressed when teaching prevention and awareness. 2 The following curriculum is a model of what could be utilized as a minimum of response to educate students. It is not an extensive scope and sequence. It is to be used as a reference to guide professionals to develop a personalized curriculum to meet the needs of their community of learners. LEAs may use as it is presented, or use the provided resources to build content. It is a local decision to be made by professionals who know the students and the learning goals of the curriculum.

(a) In accordance with the academic Standard for health, safety and physical education for grades nine through twelve and not later than the beginning of the 2019-2020 school year, the department, in consultation with the Department of Health and at least one organization recognized under section 1205.4, shall IDENTIFY OR develop a model curriculum and curriculum guidelines for instruction on cardiopulmonary resuscitation for public school students in grades nine through twelve.

(b) The model curriculum and guidelines shall:

• (1) be posted in the department's publicly accessible Internet website;
• (2) be age-appropriate;
• (3) be revised regularly to remain current with national Standard;
• (4) provide guidance for integration into health courses or other appropriate curriculum requirement as listed in 22 Pa. Code § 4.23 (relating to high school education);
• (5) be made available to all school entities;
• (6) include compilation of recommended guidelines and educational materials from organizations with expertise in CPR and emergency care;
• (7) incorporate psychomotor skills training, including hands-only CPR technique; and
• (8) include information on the purpose of an automated external defibrillator.

(c) Planned instruction aligned with academic Standard in the following areas shall be provided to every student in the high school program.

• (8) Health, safety and physical education, including instruction in concepts and skills which affect personal, family and community health and safety, nutrition, physical fitness, movement concepts, motor skill development, safety in physical activity settings, and the prevention of alcohol, chemical and tobacco abuse.
