State law encourages districts to address air quality issues in schools.
17 Guam Code Annotated 7115 Standard for Air Conditioning Systems Funded Herein.
Any air conditioning system purchased and used by the Guam Public School System shall:
- (a) Meet the comfort and air quality Standard set forth for Heating, Ventilation and Air Conditioning (HV AC) equipment provided in Chapter 5 of the Federal GSA's Facilities Standard For Public Buildings Service (Revised November 2000 or later - PBSPIOO);
- (b) Have repair and replacement parts readily available within five (5) days, Saturdays, Sundays and Government of Guam holidays excepted; and
- (c) Be the subject of a warranty and maintenance agreement that guarantees the system's working life for not less than five (5) years.
26 GAR § 4707 Ventilation
(a) Ventilation shall be adequate to provide proper circulation of needed air within a room by either windows or mechanical ventilators.
(b) All rooms, areas, and equipment, from which contaminated aerosols, obnoxious odors, or noxious fumes or vapor may originate shall be effectively vented to the outside air.
(c) Windows, including louvers opened from the bottom, which cause direct currents of air on students nearby, shall be provided with window ventilators or deflectors.
(d) Windows, including louvers shall be adjustable at the top and bottom, and when this is the only means of ventilation, at least one-half (1/2) of the windows shall open from both top and bottom.
(e) Ducts and fans in connection with mechanical ventilation shall be so arranged and controlled as to eliminate objectionable air currents directly on the students.
(f) When mechanical ventilation is provided, all openings to the outer air shall be closed to maintain required temperature to the entire room area.
(g) When mechanical ventilation is provided, it shall be kept clean and in good repair.

Standard Operating Procedure requires districts to establish indoor air quality plans or policies or includes direct mandates for routine inspection and evaluation of indoor air quality in schools.
